LGPL is not simply a rule that dynamic linking is safe and static linking is forbidden. Its combined-work permissions have conditions. A suitable shared-library mechanism must permit an interface-compatible modified library to work.
With static linking, providing suitable application object code can let recipients recombine or relink against a modified library. Applicable installation information and permission to debug modifications may also matter. Supplying a library URL alone does not establish those capabilities.
This scenario supplies a narrow, explicit relinking contract. Its evidence artifact records either a compatible replacement mechanism or relinkable objects, plus the permission to debug library modifications. This declaration is a simulation input; a real release would need the actual corresponding artifacts.
